why Child window minimizes to the task bar

I have a page called AdCreation.aspx which is made of 3 parts
1. UserControl1.ascx
2. Frame1 - ifrmAdCreationleft.aspx
3. Frame2 - ifrmAdCreationRight.aspx

This Usercontrol1.ascx consists of usercontrol2.ascx. This usercontrol2.ascx consists of a button "PopulateAd". On Clickevent of the button "PopulateAd", a confirmation box occurs (Javascript). If pressed OK, a child window gets opened. when i click the "PopulateAd" button, the Frames, frame1 and frame2 disaappear and the confirmation message opens.
once we click ok in the confirmation box, the child window opens and immediately minimizes and stays in the task bar, while the Frame1 and Frame2 are reloading. why is this so ? I want the child window to stay top of the parent screen AdCreation.aspx as soon as the child window is called. Pls help..thanks for the help
